Is there such thing as a smokers permit for 16 yr olds in ohio?

i live in ohio, and i have a couple friends who tell me theres such a thing as a youth smokers permit, which you can get with your parents, if your 16 and you bring ID. im guessing it would allow you to purchase tobbaco and tobacciana…. Is this true? Thanks in advance
